Collective Management Center

Collective management of economic rights is the activity of collective management organizations (CMOs) aimed at:

  • managing the economic rights of authors and other right holders («Rightholders»);
  • providing Users with permissions to use works and (or) objects of related rights in various forms and ways;
  • collecting, distributing and paying royalty to Rightholders for the use of their works and (or) objects of related rights;
  • ensuring the protection of Rightholders’ economic rights, including in court, in the event of their violation.

In connection with the difficulties arising when Rightholders exercise their rights individually, CMOs act as a link between Rightholders and Users of works and (or) objects of related rights. This mechanism allows both parties to save time and financial resources.

CMOs exercise collective management in certain areas. More detailed information on the areas within which the National Center for Intellectual Property (hereinafter referred to as the NCIP) acts as a CMO in accordance with the state accreditation, can be found in the State Accreditation section.

In most cases, it is difficult for the Rightholders to monitor the use of their works and (or) objects of related rights, enter into agreements with many Users, or protect their interests in case of violation of economic rights by their own forces.

Users most often use more than one work and (or) object of related rights. Obtaining permission from the Rightholders to use all works and (or) objects of related rights is a difficult task consuming a lot of resources. In its turn, a CMO has the wide catalogue of the works and objects of related rights of both national and foreign Rightholders, permission to use which can be freely granted to a User.

Additionally, the NCIP represents the interests of more than one million Rightholders from different countries based on signed contracts of reciprocal representation with various foreign CMOs.

Meeting the need for discussing the topical issues and developmental prospects of collective management the NCIP has become a member of the International Confederation of Societies of Authors and Composers CISAC as well as the Confederation of Rightholders Societies of Europe and Asia CRSEA.
