During October 21-22, 2021, the 8th International Congress “Library as a Cultural Phenomenon” is held in Minsk. This year's theme is “Libraries in Pandemic Conditions: New Opportunities, New Solutions”.

Director General of the National Center for Intellectual Property Uladzimir Rabavolau delivered his welcoming speech at the congress opening ceremony. “I am pleased to acknowledge that, more than ever before, library representatives and content creators are placing particular emphasis on seeking consensus on the issues between public information availability and intellectual property rights protection. No doubt, the necessity of using resources covered by the field of copyright and related rights is more relevant than ever now, in the pandemic conditions. But it is also the right time for us to assess the challenges in protection of the scientific and cultural heritage of mankind”.


It was also underlined that the NCIP participates in the 8th International Library Congress not only as a regular participant, but also as an organizer of a thematic event. The program of the forum provides for a national seminar “Implementation by the Republic of Belarus of the provisions of the Marrakesh Treaty on Facilitating Access for the Blind and Persons with Visual Impairments or Other Disabilities to Perceive Printed Information to Published Works”.
