On February 27, 2020, at the Victoria Olimp Hotel, the 3rd meeting of the working group on preparing intellectual property policies for universities and research institutions of the Republic of Belarus was held. It was attended by the representatives of the World Intellectual Property Organization (WIPO).

The meeting was opened by the Director General of the National Center of Intellectual Property Mr. Uladzimir Rabavolau. “In a short period of time we have developed a document that will help universities and research institutions of our country take their activities to a new level. It includes both experience in developing and implementing a national model of institutional IP policy in neighboring countries, and recommendations from the model provisions of the World Intellectual Property Organization. I would like to thank the representatives of WIPO, the Ministry of Education and the National Academy of Sciences for the assistance that was provided during the preparation process”.


The meeting participants discussed a plan of activities for the implementation of the project and got acquainted with the course of the questionnaire, organized to determine the current situation in universities and research institutions of the republic in the field of intellectual property management. There was also a vivid discussion on the proposals of the working group members on the concept of the national IP policy.

As a result of the discussion, the working group approved, and the Director General of the NCIP Mr. Uladzimir Rabavolau and the Department for Transition and Developed Countries of WIPO, Mr. Michal Svantner signed the National Project on the Development of Institutional IP Policy for Universities and Research Institutions. This document defines the content and procedure for implementing the project.
