Within the framework of the meeting of the Board of the State Committee on Science and Technology of the Republic of Belarus (SCST), which was primarily focused on the consideration of the results achieved by SCST in 2020 and setting goals for 2021, the key achievements in the intellectual property (IP) field for the past year were highlighted.

Thus, significant work on amending the Tax Code, providing for a number of financial incentives for applicants to apply for patents, certificates for industrial property rights (the amount of patent fees was reduced by 30%) and stimulating the innovative activity of scientific organizations, was noted.

In 2020, 14 training courses were held at the National Center of Intellectual Property, a new training course was developed and implemented, 13 international events in the IP sphere were organized, 10 of which were held online. The international forum “Anti-Counterfeiting” was organized and held in a hybrid format. It should be noted that this was the only international forum held in 2020 on the territory of the Eurasian Economic Union.

As for the key performance indicators for 2020, a positive growth trend in the number of applications submitted is highlighted in comparison with 2019:
applications for the grant of invention patents received from national applicants (6.4% increase);
applications for the registration of trademarks under the national procedure (5% increase);
applications filed by national applicants for the international registration of trademarks (19% increase).

The overall remuneration collection rate saw a 19.5% decrease due to the pandemic (mainly due to the drop in public performance fees). Therefore, the main efforts were aimed at the high-tech segment of copyright, which includes IP-television, OTT technologies, and other ways of communication through the Internet. Significant growth was observed in the named areas.

Positive dynamics was recorded in activities aimed at the intellectual property commercialization. So, in 2020 more than 20 license agreements were concluded via the project “Intellectual Property Exchange”, which as of January 1, 2021 posted 678 commercial offers for industrial property rights.

Moreover, in order to include IP objects in civil turnover, 9 Technology and Innovation Support Centers have been created in all regions of the country (7 – in 2020).
