Belarus is interested in expanding cooperation with the World Intellectual Property Organization regarding active implementation of electronic systems for the examination of applications and management of industrial property rights, as well as systems related to the automation of collective management processes. Mr. Alexander Shumilin, Chairman of the State Committee on Science and Technology of the Republic of Belarus (SCST), announced this at the opening of the 61st Series of Meetings of the Assemblies of WIPO Member States.


Moreover, with the assistance of WIPO, it is planned to establish a national center for mediation in the intellectual property field in Minsk. “Every year, alternative dispute resolution procedures are becoming more and more popular in our country, therefore, the promotion of this dispute resolution method is one of the priorities in our work, as is the creation of a network of Technology and Innovation Support Centers,” stressed Mr. Shumilin.


During his speech, Mr. Shumilin noted that Belarus promotes cooperation in the intellectual property field within the framework of regional economic integration associations and interacts with patent offices of other states. “We have also stepped up the work on accession to the Hague Agreement on Industrial Designs. Currently, the draft law, prepared taking into account the recommendations of WIPO experts, is under consideration at the Government of Belarus,” said the Chairman of SCST.

On behalf of the Belarusian delegation, Mr. Uladzimir Rabavolau, Director General of the National Center of Intellectual Property, also attended the opening of the meetings.


In Belarus, there are 6 specialized laws in relation to all intellectual property objects that fully meet international standards. Our country is a party to 17 of the 26 WIPO treaties (on October 22, 2020, Belarus will become a full party to the Marrakesh Treaty on Access to Printed Information). In 2019, within the framework of the official visit of WIPO Director General Dr. Francis Gurry, a Memorandum of Understanding between the Government of Belarus and the World Intellectual Property Organization was signed
